Legendary Sujimon
I'm currently at the start of Chapter 5 and trying out some sujimon stuff. Using the DLC to get ahead. Idc, I don't wanna grind for 1000 hours.

Are the legendary sujimon forever capped at level 10, thus making them completely useless? Or is there a way to evolve them or increase their levels?

you have to face at least a few rookie trainers around hawaii and then you'll get a call to go to jack's hotel ( one of the four legendary trainer ) to battle him. When you win against him the level cap increase to 20

Thanks for the quick reply. Even for the legendary sujimon? Can they increase past 10 too?

no problem and yes all sujimon will increase in level cap as long as you beat the legend trainers

every 10 ranks you get challenged by one of the four gym trainers (rank 10,20,30,40).
When you beat the corresponding gym leader, your level cap for sujimon will increase for 10 levels.
So beat the first gym leader at rank 10 and you can level up every sujimon to lvl 20 and so forth
