If you mean the Freelancer job which doesn't allow a weapon, that's probably the issue. IIRC it was a pretty rubbish job in the first game too. Change to a better job and don't look back.
TBH it does give more attack/magic per job rank to make up for the lack of a weapon, so when ranked up sufficiently it may still be viable, but yeah if your other characters have really good equipment it's likely to lag behind.
At equal level if you are struggling with dealing damage or taking too much damage it's most likely that your gear is too low quality it's as simple as that. Spend your resources wisely, do side activites to get more money if you are short on money and get better equipment and the game will be a lot easier.
(I find Kiryu's base job to be quite underwhelming as well for similar reasons but at least he has diversity in the damage type he has access to and his ultimate ability is incredibly OP so it makes up for it).
