Words like cute (kawaai) are meant to be wholesome, oftentimes in anime women would compliment eachother on being "kawaai" and gawk at a cute model wearing cosplay.. I've even seen it happen irl too in interactions between Japanese celebrities.. Japanese and Americans have different cultural norms and cultural disconnects, not everyone there is pent up and looking for an excuse to indulge in a buffet of debauchery with their gaze. Not everyone there thinks fanservice is interchangeable with R18 website content either.
