It might be a bug? GPU utilization remains at 100% when it rains, but my wattage drops from the high 200s to the mid 100w.

So if you force the game to be always the top window with high priority you apparently can overwrite the game´s own behaviour by that and keep your performance at a normal level.
You will still take a performance hit during rain but not nearly as bad as before and the overall performance will recover after the rain phase.
I am using the app "Display Fusion" to achieve this and will maybe test a little with "Process Lasso" later this night, but the web is filled with tools that have an "always on top"-option, so no need to make a commitment.^^

Sadly you can only do exploration and side content, no main story missions.
By the way: In the Anaconda shopping center there is a sidequest with a guy playing an ukulele and singing something about "rain or shine". And accompanying the lyrics the rain is scripted to set in for a second... and everything goes to hell again.^^
I really, really, really hope this can be fixed pretty quick.
