How unlock these cheats?

Gives all skaters full stats
Gives all skaters $999,999 in cash
Unlock every level for play
Unlock every skater for play
Unlovk every game mode for play

I have all completed career mode with every skater to 100%
I have at every skater max full stats (and bought decks and all skaters have got 5/5 special tricks)
Every level unlockd - sure with secret areas
$999,999 ok - this i haven't
I have unlocked all (4) secret characters (Officer, THPS Tony, Roberta Modo, Ollie the magic bum)
And about mods - with Andrew Reynolds i have completed all big heads, Hawkman and Projectives)

So i don't undestand why i have no unlocked this cheats?

Those are not unlockable cheats.You need to enter those at the skater select screen. hold L2, press X, circle, triangle or whatever the equivalent is for the keyboard/360 pad to get all of them.
