If you're decommissioning fossil stations at the same time that's probably the cause of your woes, as you can't scale up energy infrastructure fast enough to meet the surge in demand. I would shift completely over to renewable energy infrastructure before implementing those and other high energy processes like vertical farms.
Similarly I would look at finding ways of reducing meat consumption and fuel use (which can eventually be almost entirely eliminated). You can do those things in parallel with changing over your electricity infrastructure, and it should make the transition easier.
