That's the actual mystery. :)
However, while the message is mysterious, I'm not sure of its importance. This hitbox exists above every enclave entrance, and it contains the details for how to unlock each one. Given this Enclave is special in that you need to fly to it, it might be why it never is labeled as "unlocked". Additionally, I suspect this may just be used to spawn the Enclave particle, as if you snipe the hitbox from far away, it's at the very base of the big beam of light above each Enclave entrance https://i.imgur.com/mzLNXO0.jpeg
Back when I saw that popup message at the empty ring, I allowed myself to believe that there was significance to it, and that beating the Vault would unlock something there. After I beat the Vault, nothing. So then I believed that beating the match-3 challenge (as the only discrete challenge remaining) must unlock something there.
But more and more it looks like it was just an oversight.
Still, kinda weird that this non-functional enclave gate emits the light like that. Maybe it's just to draw attention to it despite the inconsistency
