Also, russian being third most popular in steam doesn't mean it should be considered for localization. Steam installation isn't instantly translated to sales of games, considering a lot of people in CIS region just install F2P Dota and CS. OP lacks basic understanding of business and makes bogus connections, based on unrelated factors. Russian market is one of the weakest in gaming, considering the potential size of it. The fact that some companies localize games for it is an exception, not the rule.
