Though not all cards removes proximity costs. Some removes it, some reduces it, some doesn't affect the proximity costs at all.
Unlike orx and other games made it increase cost
Some get the "Exhaust" modifier lifted, meaning they can be selected again either when you finish your card pile or build a recycler.
Some get increased bonuses (towers gives +4 fighters per turn instead of +2)
Somes gets proximity limit removed (big iron mine is normally limited to 3 iron exploited maximum, but once upgraded, it can exploit all the iron in the radius)
The lift allows you to pick 3 cards instead of 2
And so on.
--> Usually the building cost increase for the upgraded card.
--> It doesn't upgrade all cards of the same type, just the selected one (if you have 2 iron mines, only one will be upgraded.
--> It isn't kept from one loop to the next one, but is kept between islands.
