I'm pretty sure the hitboxes are calculated by the way speedrunner is.
Speedrunner was the first so it makes sense that he'd be the way it works and it seems in play that's how it works, so no matter animations the hitboxes stay exactly the same they just appear differently.
Also i think it'd be a terrible idea to make them have abillities and specials then there'd be a best character and it'd kill the idea of playing as wonky characters in more compettitive play.
TL:DR it's all preference.
