Norton is not very good at its job, it tends to sit there looking good and tell you you're protected when it's probably got the potential to let actual malware into your system, and block the stupid stuff such as the SpeedRunners demo, haha.
What I'd recommend to you is to remove Norton and install Malwarebytes. It's free, and does a bloody good job of protecting your computer from malware. Plus, you are able to run Windows Defender alongside it, unlike a lot of anti virus/malware programs which just block it from running.
I know you're probably not keen on doing this if you had paid for norton, but either way if you decide to try this or not then get back to me to let me know if this was the problem or not :)
