Yes, after defeating the first boss you can unlock an elevator that takes you back to the bunker

After beating Father's Tank, there's a sort of gold/brass colored hatch at one of the corners in town - it's an elevator back down to the bunker.

It's on the corner by the Yee Haw Zone, but you'll need to have collected a lot of golden acorns to unlock it.
