Albino fur?

I cannot figure out how to get the albino fur

It’s going to require doing a rocket jump on the tower. It turns out it’s on the backside of the tower on one of the ledges. I would say, roughly the height of the track that you shoot the golden agents on

You could wait until you open the big door, then use the drone to fly up and grab it.

Drain the reservoir, then use the car to drive up on the green arrow side to the first platform. Grab the Uzi from the track (stay in the car to avoid getting shocked) then gun jump from the platform to the ledge on the tower, you'll land next to the case with the albino skin in it.

The Highway is not electrified. That only happens in the Bunker.

You can grab a rocket and fly up to higher levels and from there work out a path to get some of the area unlocked.
