Anyone had luck figuring out how to get the Chipmunk outfit? I can't for the life of me figure it out and it's the last collectible I need for Mean Streets

Yeah... as the others said, you have to beat the game to get it. A bit rude that the flagpole shows it when we can't actually get it yet, but there ya go.
