I have the first one btw.
A DLC would have been released way faster. 4y is a correct amount of time to release a sequel.
If UH2 looks similar to UH1 (it's a sequel after all), there is quite a big difference in the gameplay: you no longer simply raise the enemy units but you use their corpses to raise the undead of your choosing, making you manage more your army. Moreover, you can now unlock and apply upgrades to your units.
Moreover, in addition to the gameplay changes that are too big for just a DLC, there is too much content for just a DLC. You definitely have your money worth with UH2.
That said, even though I liked UH2, I believe I liked UH1 a bit more. ^^'
