PWG on a contrast works towards improving quality of service + has direct contact with developers, meaning feedback provided by Global players will be finally heard by devs.

literally out of 15 games they published that's developed in house (not including game like cs and dota) there's only a few games that end service and the shortest is 4 years old while the longest is 12 years old (their oldest game is over 18 years old at this point). PWG is one of those company that refuse to eos game unless the game is actually dead
and no, they never published globally themselves. tof is literally their first experience publishing globally (in preparation for nte), if you research their previously published game globally, it's basically a third party publisher for those region while they only manage cn
While I can't say Li had a perfect record with this game, at least the abundance of free pulls for both standard and limited stuff made the rest of the decisions they made tolerable.
Better for the Parent Company to become the Publisher than a 3rd Party that just bleed the game.
And yeah NCSoft will definitely BLEED the game more than Tencent.

Perfect World Games in China is not the same we are used to in North America; it's not their fault when China tries to localize a chinese mmo and all we had at the time were these small teams in California that basically were learning the job in real-time. (PWE in the US imploded due to just poor management on our end and a lot of drama.)
EDIT: Also it DOES NOT HELP when our own governments, (both China and US) have the crappiest working relationship with one another. Imagine what the Japanese localized games would be like if we had that same type of bad relationship with Japan, it would be probably about the same.
Tbh NCSoft longest running game with ArenaNet as the dev is the Guild Wars franchise.
So they are not entirely bad imho.
