If you have good internet, the easy way to fix is:

Uninstall tof and Delete (or rename) the "Tower of Fantasy" folder in Steam/steamapps/common folder.. (if you have screenshots or captures with the ingame camera, remember to save those before)

Then, Install the game again with steam and play it.. (tof launcher will automatically update the missing files)

I already played game before yesterday. Transfer were made in first wave. Applied for transfer in february when notification came up.

I will try uninstalling and reinstalling whole game.
