Steam user - I cannot purchase in-game stuff

Does anyone have this problem? I was trying to top off my monthly and banner pass, but no luck. it will not link back to Steam purchase page so I cannot buy anything :(

This can be a good thing? (spend less money heh)

On the independent launcher version my purchase tries go run in Chinese so I can't process it, was just checking here about Steam.
Not the end of the world if I can't renew monthly pass and stop spending but I also don't mind pitching in a few bucks a month so I hope it gets fixed on all versions.

I am still unable to purchase from steam :( (it will not run on my phone since my phone is old and constantly crashing) so that is not an option ;)

I know that I could download independent client, but I wanted to work with Steam (like before) since I have some credit sitting in my account.

On the side note: I keep submitting ticket regarding this issue, but tech support keep coming back telling me nothing is wrong :(

If using Windows as your OS, try running Steam as admin when trying to buy stuff for this game. Once Steam is running as admin, it will pop up it's user interface when trying to purchase something.

It is running as admin as default (i.e. I right click and run as admin for my steam client)
no luck.
