I have GTX 1060, core i5, 8gb ram
I can run it at 60 fps.
Have you tried checking the option menu? Theres a FPS option
R5 2600 + 16GB DRAM + RX 580 4GB
I'm running the game on 120 fps on low settings so I can at least say its not the game optimization, ya might need to check some other stuffs that might be causing the problem.
Might be a driver issue? I know I'm not using the latest graphics drivers. But I subscribe to the policy of not updating them until I'm experiencing FPS issues.
I've had this game running on 3 systems:
-Main PC (Ryzen 5 5600X + 32GB RAM @ 3200mhz + RTX3060Ti)
-Work Laptop (Core i5 8300H + 16GB RAM @2133mhz + GTX1050 Mobile 4GB)
-Travel Laptop (Core i7 8750H + 16GB RAM @2133mhz + GTX1050Ti Mobile 4GB)
All of these runs flawlessly at Original/Extreme@144hz on my Main PC, and Medium@60hz on both of my Work and Travel Laptops, though my Travel Laptop has some issues where it has FPS drop due to me not applying thermal paste so after a while, it'll get throttled down to ~35fps-46fps so I have to use external fan to help out.

"Stutter Fix + Optimizations" preset fixed random fps drops for me

Something is going on your end.
So something is wrong with your setup, whether it be hardware, software or vaporware.
If the game is running poorly, there is an issue on your end.
