If ToF's steam version follows what the few similar games did (Honkai 3rd is the only example I know of) then the Steam version will not sync progress with any other version of the game.
In terms of if you should play the game now or wait it really depends on if you're cool with waiting another 4+ months for the steam version to come out.
I have no idea what the Launch Promos for the EGS/Steam ToF versions will be like. They may just rerun the current set of launch events.
The launches might have different promos tho and that'll definitely be interesting, but one thing to note is that the current standalone version of the game has content being released daily and updates to areas as that content releases so if you wait you will get alot more to play without the downtime of waiting but the problem with that is you lose out on pre registeration bonuses and all the other events that are going on now through till whenever steam/egs versions launch.
Tl;dr: get now for events and to follow the story day by day or wait till steam/egs to get their events + not be content gated.
BTW im NOT going to change the operating systems language to english just cause some braindead moronic developers cant make a manual language selection.

Ps. Not saying I don't believe you just wanna see it if it's a bug or something. Also you are playing the global version and not the Chinese one right?
A lot of games on Steam are not able to link to an account outside of Steam. It is the safe bet that ToF will be like this, till we get an official word saying otherwise. If Steam integration matters to you, then it's best to wait. If it's not that important, then go ahead and install.
Mobile and PC are not separate, they both access the same servers. It you want to be able to play ToF on both, then you should get the ToF client and forget about Steam.

That being said, in regards to the OP's question, you'll probably have done all the content by the time the steam release rolls around, they push the term MMO but its not actually an MMO its 110% just a time gated gacha, the story so far is pretty generic at best and some of the voice acting is super flat, they can't spell the name paul correctly and combat is very eh
You'll be finished with the game before steam rolls around :)
We don't know when it will come to steam, it could be the end of the year. So you don't even have to rush to try it. But if you are bored you can give it a spin and that would answer your questions pretty quickly.
