Report a translation problem
Check to see if money was deducted from your account. Steam has a transaction history page (an email with a very important transaction number is also sent if the purchase did go through), but you will also want to check through your bank/card too. But those may take more than a day to reflect any changes. Now there are two things to do depending on if money was deducted or not.
If you were deducted money and received no product, you will have to go through either Steam support or the game's own support page. I advice against chargebacks because that would make Steam prevent you from purchasing in the future, or even ban your account. So use the support tools to avoid that.
If there were no transactions made (no money was deducted), then first add the funds to your Steam account and try the purchase again.
These are just general pointers, though. Your problem may not be as big as this and it could just be a bug in the software.
It only worked when I tried to get the monthly pass and had the same issue but right after that I pretended to buy a different pack. As soon as the window for buying the other pack opened the monthly pass purchase went through.
It makes absolutely no sense and I never had such issue before on Steam or with this ToF pass which I've purchased several times in the past.
