Do you have steam overlay disabled? Enable it
If you can't shift + tab and the overlay doesn't open, then it is disabled
Buying the pass in-game should've opened steam overlay asking u to add steam funds and then also purchase it on the overlay.
Your next best thing is buying through midasbuy, you can buy the pass there as well.
If so that may be causing you a conflict.
Before using the steam version you need to link your TOF account to your Steam account.
At the time I did that (at launch on steam) you could not link your tof account from the steam launcher, but I am not sure if they changed that.
What I did at the time:
1.Since I had installed the original TOF launcher (not steam one) I linked my account from there.
2.Then I uninstalled that version of the game.
3.After that I installed the steam version and in this version I loged in by pressing the steam icon without giving it any user or pass and it loged me to my TOF account but with steam.
