Character preset creation is always accessible from the main menu as well.
If you've already passed the point in the story where the game gives you the opportunity to edit your character, then yes you'll probably have to spend some black crystals to re-edit your character. You won't have to spend money though. A significant amount of black crystals can be earned by exploring the game's various zones and opening supply pods.
Not really sure why my first log in threw me right into the character creation instead of the intro but thanks for the answer
