I've replaced the RGSS102E.dll and now the game worked !
"Critical Error C0000005 at address 061356AE"
I have googled this error in connection to the game and as a standalone error. I could not find this information. I wrote the developer Kan and he too was perplexed at the critical error snapshot I sent him along with my system settings, on top of a compatibility troubleshooting log.To my surprise the log simply states that the reason why the game is not running on my Windows 10 Dell Latitude 3550 is strictly due to the fact that "To The Moon" for me is just incompatible in Windows 10, and all other compatibility versions you can try. I only got the game to run on Windows 10 once, but I closed the game and tried to relaunch to find the same critical error message.
NOTE: Kan had told me that other people with my same system settings had no problems running "To The Moon" so this issue strictly must reside locally on my computer. I wanted to make that known, because it could be vitally important why the same .exe runs on others identical systems and OS, while not on mine. Things to ponder.
So what did I do to work around this? I simply jumped ship off of Windows 10, blew off the dust off of my older computer that I turned into an Ubuntu 15.10 distro of Linux to breath new life into a machine that I bought in 2012. It was running Windows 7 very slowly last year when I decided to save it with a less straining OS and that's how I keep older computers longer to do different things, as I digress, the game ran effortlessly once I downloaded Steam for Ubuntu, updated it's Lib32 packages (gotta love good ole terminal), logged in, installed the game to enjoy one of the most epic games I have ever played.
Why have I written a lengthy post of the issues I encountered and how I decided to go about when both the dev and I were perplexed, no troubleshooting method for Windows worked for me at all, etc? It's because I don't want another person to be feeling they got ripped off. 10-1 it's not the fact "To The Moon" installed broken on my computer. It has to be processes running, that I don't know what they are that are keeping "To The Moon" specifically from playing on my Dell. Other games I purchased work just fine, and I have played other peoples games for free off Steam that use the RGSS player and the funny thing is other RGSS player .exe's work flawlessly, so why is it just "To The Moon"?
If you have an older computer don't trash it, burn yourself the latest Ubuntu install with a DVD-R and enjoy many games that are Linux compatible. Sounds like a hassle right? Not really if you can find a purpose. If you don't want to do that, still download Ubuntu's latest distro, and sacrifice a small portion of your HD to partition Ubuntu so you can dual boot and enjoy Linux compatible games via Steam that may cause problems in Windows 10 otherwise. Really it's the EASIEST work around that I did. I don't mind doing this while I wait for the dev to tell me whats up in not being able to play this game on Windows 10. If you paid for it, what does it matter what OS the paid for game is played on? Just some thoughts.
If anyone reading this knows how to solve my issue please definitely let me know my subscription to this discussion will let me know what you might have to say in order to get this working on my Dell. I hope no one minds my ideal workaround that totally negates the present issue, but offers a solution of how to find a way to play the game regardless the OS.

The Compaq's system settings are:
Windows 10 Home

Pen and Touch: No Pen or Touch Input is available for this Display
The Dell's system settings are:
Windows 10 Pro
Processor: Intel(R) Core(TM) i3-5005U CPU @ 2.00GHZ 2.00 GHZ
Intalled Memory (RAM): 4.00 GB
System Type: 64-bit Operating System, x64-based processor
Pen and Touch: Touch Support with two Touch points.
Concerning the Compaq's DEP settings, the system's advanced settings are to let Windows decide the best option and no DEP exceptions were necessary for To The Moon to work. No compabatibility or run as admin were necessary likewise. The game simply worked perfectly after install on the Compaq HP machine.
Concerning the Dell I have matched it's DEP settings and matched it to what the Compaq's settings are and To The Moon is still unable to be played on my Dell Latitutude 3550. I find this to be quite silly. So the problem isn't with the game clearly it's my Dell. I took the liberty to notify the developer Kan via his email to let him know that it wasn't his game, only this computer. How can one game be played on a Windows 10 machine where on another it absolutely refuses too? Both computers out of the package originally had Windows 7 on them and I took the Compaq's journey to Windows 8, 8.1 and eventually to the lastest update of Windows 10. It works perfectly. No issues despite it's age. The Dell I got brand new out of the box just last October. It likewise was for school, and came with Windows 7 Professional. I immediately took it to Windows 10. Though it is not running the latest version of Windows 10 Professional, if there is one.
Could it be a problem within Windows 10 Pro itself? Things to be confused with. The only way this Dell will play To The Moon is if I uninstall it and stream it form the Compaq. It works fine, just with a little lag due to the fact it's being streamed. It plays fine on my other previous version of Compaq HP that is now running Ubuntu 16.04 LTS Linux and I just find it slightly humourous that both Compaq HP's play the game, while my Dell does not. I asked another friend who has a Dell Lattitude 3550 with Windows 10 Home if he could play the game. He bought it, and was able to play the game without fail even though our systems were set up identically. So does Windows 10 Professional limit ones ability to play this game? Does it seem odd that this Dell can play other peoples RPG maker games that I found for free, but not To The Moon?
Very strange indeed. If anyone has any insight I would be glad to solve this issue, because this Dell has been designated my everyday/gaming machine, while the Linux Compaq and the other Windows 10 compaq are primarlily used for music engineering and creation. That's why I kept my older computers, so anxious to see the communities thoughts on this. I've been able to play the game regardless so I'm pretty happy, but would like to learn how to solve these kind of errors so I could be better suited to help other gamers out.
