Keyboard shortcuts
I dont have numpad, can I change keyboard settings?

No, you can't change the keyboard keys.
To move a cyclist when you don't have a numeric keypad:
When your cyclist is selected, you can "right click" and "drag" your computer mouse over the road to move it.

Yeah so frustrating that they havent added keyboard shortcuts!! Would make the game so much more enjoyable
