Sexual content tag?

Why does this game have the tags sexual content, nudity and hentai? Rumble Fish + also has the first two tags. I don't see any indication that any of these are really accurate. A bit of torn clothing should at most warrant the nudity tag but all 3 of those doesn't seem right.
Does this game have a big modding community like M.U.G.E.N or something?

Well... 1. Sometimes, the game tags do or don't make sense on Steam (which honestly none of those apply here), and 2. The game features the "Parts Crush" system where you and your opponent do take battle damage and clothes of the characters get torn (but not to the effect that those tags don't make any sense for this game).

Also, I really haven't read/heard of anyone actually modding the game, or if any exists at all. (Basically, mods for this game are nonexistent, unless otherwise.)
