I think you have to unlock Yo-Yo by beating him in the "Grafitti Race" challenge in Benten-cho

YoYo is the one with the green hooded jumper, and you don't get to that bit till about an hour or so into it.

After you finish the second Noise Tanks challenge in Benten-cho, he challenges you to a graffiti race, which I might add, is a pain in the behind because I found a shortcut and it won't let me tag first. I'm also stuck on Combo's graffiti race because I'm terrible at this game. Can't get the hang of smoothly navigating the environment/landing on grind rails.
