Strange, I found a grafitti importer, But I guess I must be imagining things.
In summary; yes, it's easy enough to replace music files, but no, it's not easy to add additional music files.
If you still want to play with it knowing that then go for it.
Also, as Valucian stated, the music in this game is implemented in a very strange way that isn't very mod friendly, and in my on opinion I'd say it just isn't worth the trouble. The music in-game is pretty great anyway, once you get past the tutorial. Yes, even the Rob Zombie one.
