i tried this, not working for me
(Win10 x64, AMD w/ latest Crimson, no OC/tweaks, 2560x1440@60Hz <-- probably part of the problem)
Anyone know what jsrsetup.exe is supposed to do? I'm sure bypassing it isn't really a great solution.

All it wanted (from me) is DirectX 9, which can be installed in seconds by running ".\_CommonRedist\DirectX\Jun2010\DXSETUP.exe", found inside the Jet Set Radio game directory.

Compatibility mode disabled, everything else left untouched, game launches fine from Steam.
This is why games should be tested on a virgin system (a machine upgraded from an older Windows version doesn't count!) before publishing
Which would be all fine and dandy if windows 10 wasn't currently in some strange form of 'beta test'. It isn't a 'finished' product by any means.
(Speaking of... some setups may fail to launch the game fullscreen, so add "windowed mode" to the list of things to try here)
Simply swap the names of the two .exe files around jsrsetup to jetsetradio and jetsetradio to jsrsetup and it will work when you launch the game!
