It was a free give away that was handed out as a pre order bonus for Absolution, you could play this one level as a teaser months before Absolution came out. It was never a full game. There was even a contest at the time and the winner was later made into a game model for another Hitman game (Rocco in Sapienza Hitman 2016)

There's 3 more sniper maps like this in Hitman 2 (2018) which are also carried forward into Hitman 3 (2021) as DLC.
