He's a target from Hitman: Silent Assassin, he's in one of the lower floors. You just shoot him through the window.

You need all of the other challenges complete before he shows up

Guys can you answer a question? Why does it say offline on the game while i am online,and why does it say leaderboards ain't available?

ioi (the developer) is now an independent company, they can not update the servers (owned by Square) because they are no longer in business with Square
