If they were targeted by other corps with sabotage or assasination of scientist their tec might actually be close to 0. Those missions can chunk away half tier at a time.
And while, yes - these corporations may lose tec, they don't want to go over 2000 for some reason
what they are saying is that even tho the corp is showing 2000 tech, and they are offering gear at that level; the "code" is keeping track of how much they fall below this, and needing score to gain before it will show above 2000. a sort of "tech debt".
Example, your tech score shows 2000, but they have lost tech due to losing locations or missions since they are resolving without your interaction. It will still show 2000, but the hard number behind this is 1500. meaning you would need to get 501 tech points, before what you are showing will go to 2001.
