difficulty setting explaination

most of the settings are easy to understand but what does it mean by "difficulty curve"

does it mean factions wont grow anymore or?

It makes first few missions easier - less enemies, shorter duration.

ahhh, ok, i thought it was some sorta "if your doing too well, we just make the game harder"

i didnt wanna touch it till i understood what it did
