While you can find a better gun by killing a high rank soldier or in a crate, its still very rare.
The main improvements come from leveling up your ship and upgrading schematics that you find + clones upgrades.
Its also a choice of what enemies to fight, usually you will stock up on equipment from a hexarchy( top 4 corporations that always stomp the galaxy and get to max tech and power).
Generally people quit before the endgame and only see about 10% of what the game offers.
This was the short answer😀 if you fight against the hexarchy or tetzclan the game becomes unbelivably unfair and cruel for new players
Maxing the q meter spawns more quasis and a baron, frequently at the expense of the life of every non-quasi on the floor. If you survive, you get uncontested looting of everything that died save robots and turrets.
As corporations grow in power, assets and tech, their units with better equipment spawn more frequently when running missions against them. Finding several full sets of Frame, Carnage and Legend armor, The Beast, Prism Rifles, AES guns and stacks of medkits becomes standard per floor.
In short, they get better over time, you take their stuff or get item chips to modify and make better stuff. Going in lightly armored with enough ordinance to wipe a room full of enemies and then building your load out from the corpses is a pretty good strat.
But before that you better stay <600 q-meter, if you don't want to get pact.
eg, an enemy might have hi Blunt Resistance, and you only have a machine gun with blunt bullets = you only do a bit of damage each time, or an enemy has low cut resistance, and you have a shotgun with cut ammo = easier to beat them :)
i think having 1 of the machine gun's which lets you fire 3 different ammos, and a shotgun which lets you fire 4 ammos, are 2 good weapons to always carry around (but i do like having 1 pierce sniper gun too, with long range) :)
