(maybe its overkill in some cases, but if you have the ammo, it can be worth it with tough enemies)
i prefer the jeff hammer if upgraded in damages and if i really need a room cleaner but its not very reliable in single shot and thus not ammo/repair efficient.
there is the Taiga ANCM maybe you just never found one
In cheap shotgun i do prefer the borderMK-2 easy to build easy to improve.
-dont lose damage until range 6
-a bit more accurate
-a bit lighter
-more damages per shot so slug and special ammo hit extra hard.
only 2 weakness :
-reloading shell per shell
-no auto fire
If we stay on shotgun i guess Jeffhammer C22 since its the best of the Jeffhammer familly but its quite rare and i havent found the blueprint yet

But I tend to not like energy guns flamme guns chemical guns and 7.92 guns
then tend to be too ammo inneficient or not be hitting hard enough to avoid ennemy shooting back at me...also they seem to lack special ammo to take care of all the quasimorph/special ennemies...
But seriously, being the only range 6 shotgun is worth the drawbacks. You can indefinitely keep quite a few extremely dangerous enemies out of range with knockback. I don't switch off of it until I've started upgrading a shotgun (or shotgun combo) with better potential like the Aspid, Scadi (sic), or Anathema.
Various honorable mentions go to:
Aspid: The only reason to work for Daydream other than the grenade blueprints. Works well even against poison-resistant enemies and trivializes most elite corporate troops.
Flash MG-76: Best energy weapon obtainable early on and the only range 6 SMG. Becomes extremely mean when fully upgraded, despite the max potential of 30.
Shake: The only weapon in the game you can load with multiple types of ammo in exactly the order you want (a bit time consuming, but oh, well). Walking into a level with a Shake loaded with 30 (or more!) Eyes of Wrath is an experience everyone should have at least once. I am saddened that poison/cryo nades cannot be loaded into it, but watching everything die consoles me.
Sharvara/Ghost Mantis/Retribution: Best standard ammo pistol/SMG/AR in the game. Hard to upgrade, but don't need it against most enemies.
LPS Whip/Enigma Supreme: Just upgrade damage/durability. Laugh at the game.
The God of Fire: The most ammo efficient weapon in the game. Doesn't really benefit from upgrades.
Thunderstorm: Trivialize Unfair by throwing Batteries at it! Really needs ammo upgrades.
Supremacy: Trivialize Unfair by throwing Igvas at it! Again, needs ammo upgrades.
I personally like both the taiga and the jeffhammer, even though i think the taiga one sounds wrong for a shtogun but that's a bit besides the point.
That said your post is all sorts of incorrect here.

Taiga M : 12 ammo capacity 3 AP 30%accuracy 7°scatter 135 cond
Jeffhammer : 12 3 AP 30% 7° 135
Jeffhammer MD: 24 4 AP 30% 7° 150
Jhammer-C22: 24 4 AP 35% 6.5° 180
Taiga is just comparable but a bit better dmg than the regular baseline Jeffhammer.
The rest of what you said just isn't true.
Jhammer-C22 and the Taiga_ANCM are both very comparable. Difference being that the burst mode for the hammer has +1 round but -15%accuracy and -1.5°scatter
The difference is similar on the baseline weapons with +1 round but -5% accuracy and -1°scatter for the burst mode.
This all serves to make the jeffhammer a much more damaging weapon overall, particularly at close range. I feel like if you're planning on doing some longer range shotgunning, you ought to go for the border line anyway.
As for my favourites, i don't know really, i have fun with so many it's hard to pick a favourite. I like the early game plonker Course VKT. It's the first 9mm that doesn't feel like butts to use and it shows up often on missions,

You can get it from a Ancom unit.
Yeah, but I have yet to even FIND an Ancom unit. That is why I like the basic Taiga M. It is much easier to get and engineer. Availability matters.

for starter Bishop : prob the earliest common chip to got, cheap to upgrade especially with recycling maxed out just add 2 more magazine upgrade, maybe some crit damage and you good to go, find a long corridor and everything on the path should have missing arms or leg
then Prism : this is silent energy weapon if you lucky with your high tech, fave weapon with battery damage perk and arsonist, will burn your loot tho
then basically whomever faction i like to boost atm either go Ancom for their Snow wolf that amazing Blunt damage marksman
or Sunlight coven for Crusader for natural Prism upgrade
but both faction blueprint tend to be massive headache to upgrade. at least both of them is capable of burst shot
