hi some of the heavy armours can give those,

the easiest item that gives that is the shotgun pistol with a tiny chainsaw, the black ones. i think the sunlight coven has them a bit later. Just look what faction has them in the trade window and do a mission against them
Since the item is called ceramic, i suspect the highter tier energy weapons might give them but i wouldnt break them apart

High end weapons and armor are your best bet. I think the lowest tier is the Ripper.
