Already Unlocked Lisences

I'm a relatively recent player who has been loving the game so far, but the in-game economy seems to be a little bit broken. I keep hearing about selling things like license, mercenary, and class chips that I have already unlocked, but across tens of hours I have never seen a single station willing to buy any of them. Are they still trade able items? And is there a reason that some of the quasimorph-related items that stations demand aren't listed on the exchange at all?

They are usually in Mars or one of its Moons from what I noticed, but they only appear randomly so check them once in a while, they are usually under Civil Resistance starting bases.

Problem is - factions constantly update tables of stuff they buy. Even if you notice the deal you are interested in, chances are it will be no longer available the moment you arrive.

Just hold on to them until you can pawn them. Eventually you'll get your chance. Same with when you get the chance to get rid of a trade good for a reduced value. Just hold off on the trade for a while.
