Learn to use the movement system: crouch to doors, open them (in crouch it's free) and either use grenades in walking or just shoot everyone.
Stun grenades are your best friends.
Enemies can be stunned from your damage.
Always be on your guard.
Pick few factions who will be your friends and never work against them.
So I guess even the devs have no solution to being one tapped consistently.
The in between just stops being a thing.
The game has a lot of 1 shot unavoidable deaths since day 1.

That multiple people are having the same exact issue doesn't indicate "skill issue" it indicates there is a consistent problem, that's how consensus works.
One shots are 100% possible to play around because all shots are 100% possible to play around until you get bored and try to have fun. This whole "play around" the instakill is the problem, makes you play in one specific way and no other, abuse the poor AI by corner peeking, none of medical items matter, none of your armor matters, the only thing in this game that will kill you *is* the instakill and it will get you eventually.
Getting one tapped feels empty, surviving by the skin of your teeth feels rewarding. Too bad it's all former and none of the latter in this game.
Lets assume an enemy spawns behind a wall and you have sneak on so you know they're in there, it so happens he is a one tapper that is running a staff that's almost guaranteed to at least injure you and kill you on many classes with low HP pools and a randcrit is going to kill every character in the game with the best armour possible.
You can sneak to open the door, then you can use run stance to go in, shoot, and run into safety. You will get to do this around 2-3 times, you have a -25% pentalty to accuracy in run stance, he can have upwards of 40 HP to get through and you will not do any damage by missing.
Round 1, you fire, you miss, he moves 2 stops towards the door.
Round 2, you go in, fire, retreat to prevent retaliation damage.

Not to mention this is an extremely favourable situation which doesn't account for the fact at 400+ ecolapse, enemies can commonly spawn in with onetap gear and catch you out of position, and you will not get the chance to retreat, which means you either kill them this turn or die, stop talking such utter ♥♥♥♥ about skill issues. You have no clue what you're saying.
