Flags question

There's a chest that gives a choice between X kinds of flags that add "+1 num summons". One of the flags is for conjuration, and the others are for various elements. The conjuration one is just flat out always better, and not all elements even have the num summons keyword (example: The electric flag that adds "+1 num summons to electric spells". Of which no spells are a valid target)
