Is this open world like a gta without cars?

yesn't.

The maps in yakuza games and other RGG games are much smaller, but jampacked with activities and minigames. Usually you can go where you want unless story mission prohibits you. I wouldn't really call this open world however. It's more akin to a toybox imo, you boot up the game to then go and play virtua fighter, golf, batting centre, darts, etc. tons of side activities in this game, most of which are well developed. I would still recommend yakuza 0 over any other RGG game though and it's cheaper.
