EQ has always included all previous expansions in the purchase of their newest one. That can much with Steam trying to have DLCs.
EQ also, when it went F2P as it's base game, released all but the most recent few expansions as free content and continues to release them free on roughly the same schedule that it releases paid expansions.
All but the most recent 2 expansions are free now and that's roughly how they maintain the free content. A few months or so after a new expansion is released they open the now 3rd most recent expansion as free content. This also mucks with the Steam DLCs.
I highly recommend just using the in game store / Daybreak website for purchases. They link to your Steam account there and you can use your Steam wallet I believe.
The 4 listed DLC are all free content now I believe. There shouldn't be any special download for them, they'll just be included in the main game download.

I wish I kept up on launchers and stuff back then I prob missed out on hundreds of -100% games as promos just like I did with EG more recently
