My level 39 druid spells on Selo

So, I'm not sure if this is some issue for anyone else but when I went to POK to purchase my lv 39-40 spells, I don't receive them. The vendor takes my money but the spell doesn't show up in my backpack slots. I purchased a couple different ones a few times and they just aren't there. Tried purchasing on level 50 and I received it just fine.
