Cant Use Thule - DoW2

Recently saw a message that I've never seen before when first going to Meridian:
"[ADDITIONAL MESSAGE FROM CHAPTER COMMAND]: If Captain Thule can be successfully revived, he will not join you for the foreseeable future as his abilities are needed on other fronts of this war [END OF MESSAGE]"

What the heck am I missing? I've never once seen this before. I can't go anywhere else, not even to start the hunt for the materials to revive Thule.

Thule dies and is revived in DoW 2 not in Chaos Rising ? Unless my memory fails.
Once he dies, yes he becomes unusable until Chaos Rising.

Something has happened that's made it impossible to complete the mission-line that leads to unlocking Thule as a Dreadnought.

Is it possible you didn't do all the missions, or missed an extra deployment before travelling to Meridian? Did you fail any missions, such as protecting the array on Typhon?
