Roman numerals puzzle

Didn't find any discussion about this one, but is it just me or is the roman numerals puzzle not working properly? The instructions on the puzzle are quite poor and it seems like there are several different solutions, and I found at least two or three that should've worked within the constraints of the instructions given,but didn't. For instance the instructions say that you can use the number 10 (X) only once, but it appears that it really means that you *MUST* use the number 10 once for it to work properly.

The reason why its not working is because it must be under number 10. The first sum must be the lowest as possible. The next sum must be slightly higher. And so on and cannot exceed 10.

Top Left sum - must be the lowest possible.
Top Right sum - must be the second lowest but slightly higher than the previous top left sum.
Bottom Left sum - must be the next number after the top right sum
Bottom Right sum - must not be more than 10
