Problem with takeover of Cayman in Trader scenario

I've completed the mission to the point where the advisor now tells me to go to Port Royale and "takeover" administration of Cayman. I follow his instructions but when I go to the TAKEOVER screen, all it shows is the criteria for a peaceful takeover. There is no "continue" option or towns listed to select. Am I missing something?

Hi! you must have high reputation with spain and You must have more than 9 business at Cayman ! All so check out how high is your reputation in Cayman do all those task what administor tell you do in Cayman and town must be prosperity higher than 75 % build school and hospital it could help you !!!! all so if there is war against another nation you may do some favor to vicsroy from Port Royale allso if you have enogh money you can build another warehouses to different towns it will help to rise your reputations ! i rememeber when i had it same situations to go takeover first it didnt go further so i did some another jobs with differents governors for spain be pations it will open finally !!

thanks for the feedback. My rep with Spain was 99%, with Cayman was 100% and the town prosperity was 89%. I already had 21 businesses. My rank was Vice Admiral. What seemed to do the trick was building a second Hospital and School. I had already built one (before the Advisor recommended it) but I guess you have to build one of each AFTER the recommendation or else the program doesn't flag completion of that step....
