Actually you can have alot more than 10 ships. My main City Capturing Fleet has 20+ Liners, Fully Crewed and Armed for City Capturing.
Full Crew Complement, 2/3 Rifles 1/3 Swords, No need for special ammo just cannonballs.
But yes. You can only use 3 in battle at a time.
Fleets are very expensive to maintain, especially with full crews and weapons, so they better be always busy earning cash ;o)
I've heard that the ship limit per Fleet is 50 and while I have yet to reach that number im running way more than 20/Fleet
Currently I have several fleets with 3 Liners + many Tradeflutes to supply all the Cities.
The biggest one has a storage capacity of 36000
