I have never come across the ability to enlarge the ui elements
UI Sclaing is quite easy to do with most engines but they dont always expose that option to the players. Given that there are bugs in the game that haven't been fixed in years, i'm not terribly impressed with Kalypso's customer service so I wont hold my breath waiting for UI Scaling.
You can click on me then my profile then screen shots. Curious to see if my game displays differently. I have both versions ie steam and kalypso as i prefere kalypsos start up screen - no updating steam which takes ages.
You may have to go and buy the gold version at the shop where you get a map and all the add ons and then maybe the correct ui size.
When I use my Native Resolution of 1080p to play the game, all of the game UI elements are smaller. I am visually impaired already so I frequently need a magnifier to read text elements unless they are using a huge font, but the text on PR3 with max resolution is so small that it is a real strain for me to read even with a magnifier. Also when I watch a tutorial video of gameplay 'in-game' during the Campaign Task updates, the UI was always bigger. So I turned down my graphics to 720p and now my UI looks just like the one in the videos. I dont like to do this usually because using 720p on my 1080p monitor causes a little blurriness on the edges of text and when you have to use a magnifier to read, blurriness is also magnified.
All in all, i'm not having any performance issues with PR3, just one other Bug that isn't a big deal. (After the Tutorial is over in the Trade Mission, the CTRL key noo longer functions in towns to Show Names on buildings. It is a known issue though that still isn't fixed.) Otherwise all is well. I've gotten used to the 720p look now and I am progressing through the Campaign. I just built my Rum Distilleries in PR so that is where my game is and i'm accustomed to the interface now.
just put your cursor over the building and its name will appear - left control or not.
I'm aware that by mousing over a building I can see the name. There are just so darn many of them that hunting for one is troublesome.

Edit the file with a text editor (notepad, notepad++ etc), find the entry:
UIUpscaling = 0
Change it to:
UIUpscaling = 1
Then Save the file.
It just toggles upscaling on. You will notice the UI isn't replaced by better textures it's just "Upscaled" to fit, which is probably why it's a hidden setting as it was probably considered not to meet QA.
