Problems with taking over Cayman (Trade campaign)

The tutorial is saying I need to go to Port Royale's visceroy and then head to the Takeover tab, and then select takeover for Cayman..

Doing so explains what is needed in order to be able to take over a town, all of which appear to be met, but there is no button on this tab only information stating the following conditions.

* You have more than 9 business and employ 75% of the towns workers.
* The town is prosperous
* Your popularity in the town is 90% or higher
* Your reputation with spain is at least 90%

As far as I can work out this is how I'm currently doing by those numbers.
* I have 28 business in Cayman. I am not entirely sure to see how big a percent of the workforce I employ, I employ 550 workers, but how can I tell how much that is in total?
* The town is listed as stagnation. Which I guess means it isn't propereous, does anyone know how to correct this?
* My town popularity is 100%
* My popularity with spain is 100%

How can I tell how much of the workforce in a town is employed by me and how can I change the town status from stagnation to prosperous?

There is another condition: The nation must have more than 5 towns to allow you the takeover.

In the 'Town Info' Tab you see a percentage number next two masks. To get the town status to prosperous this number must be around 80%. You increase the prosperity by supply the town with most of the goods over a long time.
In the same tab you can see the total population of the town. 25% of the populations are workers. In your warehouse you can see the number of your businesses in that town. For each business you have 25 workers.

You need to improve the town's citizen satisfaction. Try to sell goods to one bar each. Building hospital and school, helps too. If you have a lot of consumer goods, visit the church. There maybe minor or great feast or other events. Provide the priest with the goods is another quick way to improve satisfaction.

If your town is hit by disaster like drought, it causes the satisfaction to drop a lot. Once it's over, satisfaction will improve, but you should do something to make it improve faster.
