you can get a lot of rep from the governer etc quests to haul X to Y. Keep 1 dumb ship for doing that, if you want, like a cheap fluyt. Loading screen should be instant nearly on anything built after like 2000. Its annoying, but it shouldnt be slow.
25% is the cutoff for them to go hostile on you. They will NOT go below 25 without your misdeeds making that happen. If you just trade and build, you can let all sides fall to 25 safely and work on that later when you want to annex / war /pirate/whatever.
When your fleet has entered a city you can press your Mouse Wheel button to bring up the city quick menu. From here you can go to the Inn, Dock, Shipyard, Govenor etc. pretty much everything except the Architect and Making Fleets. If there is a task or notable person in one of the normal locations (Inn, Govenor's Mansion) there is a head on the location.
If you don't have a fleet in the city but you do have a warehouse in the city you have all the options available. If you have no fleet or warehouse in the city you have only the option to see the City Status.
