The preload should be up today or tomorrow, it usually comes at the same time as global release time which is also usually 2 days before release.

in all seriousness time zones be weird af with these releases (i mean look at the time zone difference between the closest island part of alaska vs the russian island next to it its like a 18 hour difference or some ♥♥♥♥ (btw i dont know the full difference but i know its a pretty large one seeing how each island is only 2 miles apart from each other)
